Eric, you are watching a fairly sophisticated and most likely, a 3rd-Party plug-intensive outcome, intelligently applied by somebody who knows their way around compositing and the use of Plugs.
Here’s my analysis:
1] Human was captured against Green or Blue Screen and chroma-keyed into the NLE. VP can utilize this workflow.
2] (This is the real hard bit for you to accept) Most likely the Stop Motion ( which IS possible in VP) to get that “flick-book” look has then had a 3rd Party Plug to create a combination of Pencil and Paint and mostly likely the whole shebang was then multilayer-ed to achieve a Dodge or Lighten or whatever, to yet further adjust the compositing to get that painterly look.
You are looking at a well put together, thoughtful and slick presentation. Or maybe I’m wrong and there is now a Plug that’ll do ALL this without the analysis I spent time on describing!

February 10, 2015 at 12:44 pmGraham broke it down very nicely. You may be able to get the paint effect using Vegas Pro alone using my tutorial:
Turn Video into a Water Color Painting
and/or
You can get the video to stutter (i.e., stop-motion) by lowering the Undersample Rate in the Properties of the Event.

June 8, 2015 at 7:26 pmThe NewBlue stylizers package has some filters that could help with the water color and sketch effect. You would probably use a couple of them and composite them together for the final effect.
