OSX 10.9.5 stable for FCPX?

It (10.9) is in fact the ONLY thing to go for FCP X (>10.0.9), yes. So I don’t see what in fact your options are. Most are even on 10.10 by now. Unless you mean the incremental update. That, too, is fine, yes.
