Optical Flow Creates More Artifacts With Different, Better Codec

I have a project with a lot of speed changes, some extreme like 20%, some very subtle like 90%. I set a lot of these clips to ‘optical flow,’ and some had artifacting that I knew I would have to deal with later, by changing the speed, using frame sampling, using a different program, etc.
Once I switched from 720p proxies to ProRes 4444 4k media, I started seeing more artifacts in the footage with optical flow. Enough to the point that it can’t just be explained by me being able to see more detail in the shots with the higher resolution.
Has anyone had this experience of Premiere’s optical flow doing better or worse depending on the codec or resolution you’re working at, and does anyone know any way to fix it?
