  Newbie question can you trace an image and bring out colors?

  Can you say take a picture of a colored diagram in photoshop (maybe illustrator is what I would need) and really bring out the colors in the photo or almost give them a bright/high contrast cartoon look. I’m new to photoshop but have been using after effects for 4 months now.
