I have a Hi-8 tape I need to dub to DVD but I no longer have a Hi-8 deck to play the tape. Can anyone suggest the best way to do this, ie should I look for a Hi-8 camcorder on eBay? Thank you.

Borrow a Digital8 camera. You’ll need a mini firewire to FW400/800 or whatever your computer will take and skip the analog connection. I find it easiest to capture directly with QT Pro in a native DV format.

Pawn shops and thrifts like Salvation Army are also good places to find quasi-obsolete gear, and they let you test it in the store.

And test with a tape you can afford to lose in case it decides to chew it up.
