    Well I ran the tests and decided on shooting it at 720p 60p. When I created an SD timeline and drag dropped the HD timeline into the SD time line and scalled it down it looked ok. I then exported the footage to After Effects and did the conversion in there and the results were night and day. I did a speed change to slow the footage down since it was 60p. Then when I rendered out the footage an selected lower feild first for interlacing (Since the source was 60p) it created a much better image then draging a HD timeline into an SD timeline in FCP.

    One more test. Export your movie to compressor and do an advanced format conversion to whatever format/codec you need. You can play with the frame controls for better results, but longer render times.
