What is the best way to get mpeg2 files into FCP-5?

Use MPEGStreamclip to convert them to DV/NTSC files.
MPEG-2 is not an editable format. It is a presentation format.

If the mpeg2 files were made with QT then you can just import them or even drag and drop them into the browser.
