    I am preparing the screening copy of several films that have been selected for a film festival.

    They accept MPEG2 files with the following requirements
    – Program Stream Content
    -1280 x 720 or 1920 x 1080
    -25 Mpbs Constant bitrate
    -4:2:2 colour space
    – I frame only
    -2 Track Audio
    -38Kbps sample rate
    – Files can be accepted on HDD, DVDROM etc.

    I am working with 2 s 3.2 GHz Quad-Core intel Xeon/ 16 BG 900Mhz
    and Final Cut Pro 6.0.5

    Using the preset “Quicktime codec MPEG2 Program Stream,” I have not been able to manipulate the following:
    -25 Mpbs Constant bitrate ( I can put 20 for average bitrate with 25 as maximum)
    -4:2:2 colour space (no information on compressor on this)
    – I frame only (grayed out, unable to change)
    -2 Track Audio (There is no modification available for MPEG2)
    -38Kbps sample rate (Agai no audio modifications available)

    Am I missing something? Is there another program that is better suited for converting video to MPEG2?

    You’re not missing anything. Telestream Episode is the application you need for this kind of job.
