  MPEG compression adding saturation to export

  Hi
  Im having trouble exporting MPEG 2 for broadcast from Premiere Pro CC.
  Using the Vectorscope I colour correct my timeline to within broadcast luma and saturation limits for PAL 25fps. Then I export that sequence to my broadcast MPEG 2 compression. Then I bring the MPEG back into Premiere pro and notice that certain areas are out of safe range. If I look at that same point in time on my graded sequence the levels are safe.

  The timeline sequence i’m working in is prores 422 1920 50i 8 bit
  my MPEG compression is VBR 1pass, minimum bit rate 7.5 – maximum bit rate 20. 1920 50i
  Premiere pro CC
  Mac 10.9.2
