moving playhead in Event Browser clip
In addition to skimming, I would like to drag (with mouse, not keyboard) the playhead within an Event Browser clip the same way I do on the timeline. Is this a missing feature?

By dragging in a clip you are creating a region already. Did you try to turn skimming off?
