I have to swap out the faces on Mount Rushmore, with our executive staff photos. Any suggestions or techniques to achieve a realistic result.

Shoo them at VERY similar angles… wear basic clothes like a black turtle neck

Use clone to remove other face..

then use blending modes and texturizer on new faces

Any suggestions for getting the photographs to look like a stone carving (less detail).

I have tried using a gray image for a displacment map on rock texture, and so far having my best results using Illustrator live trace (16 colors, blur 2)on a photograph I used match color on to get the gray stone color.
