Mosaic effect
I’m wanting to have 3 or four pictures in the frame all going at the same time like a mosaic of video. Would the easiest and best way be to create a narrow grid border in photoshop and then resize and lay the clips under it? Are there some scripts that help in this process?

You could make your borders in photoshop over a transparent background and import it to Vegas. If you put this on a track, anything below it should be visible through the transparent areas of your graphic (that you can crop with Event Pan/Crop tool to your liking).
Once you’ve got the border graphic the way you want, put your videos in tracks below it and use Track Motion or Event Pan/Crop to position them with the transparent areas of your border graphic.
If you have any problems with transparency, just make it very brilliant green (or if your border is green, brilliant red or blue) in photoshop and use the Chroma Key plugin to remove it.

VASST Ultimate S Pro will create a video wall for you with one click. I’m sure other scripts will too. It is just as easy to set it up yourself. Just use Track Motion to position the pictures and then anything you place on the track will remain in that position so you can have the pictures change over time.
The border is probably best done in Photoshop if you want it to look like picture frames.
