    Dave may not have understood your question- I think you were referring to adding moire to the monitors in your CG shots.
    Monitors have a certain number of pixels and the moire is generated when the lines or details are smaller than the pixel in size. I would create a “pixel matte” (you can use CC Ball action on a solid to create a b&w image that can be use as a matte) to comp the images in the monitors – the trick is to have a large number of pixels. Add a slight glow and animate that to simulate flicker.
