It is my understanding that Photoshop CS5 has a built-in Targe plug-in. I have exported with Targa before but after editing the photo in the Image>Mode settings I have now lost the ability to save the file as a Targa. How do I retrieve the option?

    current settings:
    RGB
    16/bit

Targa only supports RGB 8 bits in CS5

Ya that’s what people are saying. I’m not sure I fully understand the situation then. I am trying to make some normal maps, and here they are displayed in 16 bit and 8 bit:

In the past, I have saved with targa just fine and a popup would appear that asked if I wanted 16 bit, 24 bit or 32 bit so I do not understand why displaying my PSD in 8 bit matters. Even so, when my PSD is in 8-bit (allowing me to save as a targa) the image is not a usable normal map. It’s not even a normal map at all.
