    In order to avoid my recorded audio files from clipping I often record them with plenty of headroom remaining in case the speaker were to say something loud or cough. So my audio levels are often low.
    6db is not enough gain boost so I often have to double up audio layers, yet still I have the output of my Audio Interface turned all the way up and the speakers amplifier also at near max and the PP audio is not loud enough. But should an email or Facebook alert sound occur, then the room is blasted with volume.
    IS the Master Gain in PPCC14 set lower than it should be when maxed out?

    If you right click on a clip you can adjust Audio Gain, which is in addition to the fader adjustments you can make.

    However, if you just want to lower other system sounds and have Premiere be full volume, I use a program called Soundbunny (https://www.prosofteng.com/products/soundbunny.php) It lets you adjust (most) applications volumes discreetly. It was a good use of $10 I think
