can somebody tell me how he achieved the effect where it is sort of cut and the offset slightly in this video where its used throughout?

I would throw an adjustment layer on top of your layers and draw your desired mask. Apply the transform effect (effect/distort/transform) to the adjustment layer and change the anchor point, or scale…

It may be a directional hard edge wipe, between two layers with the same footage, where one layer is offset a few pixels and has motion tile applied to it.

I would just animate the stroke effect on your type, but make sure to set it to “reveal original.”
