I have a still image of trees. I want to create a subtle movement of wind blowing and they are moving. Is it possible to do this? Do I need to use the Freeform plug in from Digieffects? Thanks!!

It could work- use this tutorial for displacement tips and techniques using Free Form.
Also, not knowing exactly how your image looks like, it’s hard to give specific advice, but if you have trees with a lot of leafs, you may want to consider Particular to create volumetric foliage.
Another particle system that has foliage presets is Particle Illusion.

If the effect just needs to be really subtle you can use liquefy to just barely twist leaves around. Also, bulge can work if used sparingly for leaves that may be moving towards the camera. The tools are in Effect/Distort. Set keyframes with easy ease.

    Sounds like a fun experiment!
