Making someone appear out of wind and then disappar

I have been asked to make a dark figure appear out of a windstorm with a lot of particles blowing around, take form and then the wind will blow the figure away after a few seconds. Any Ideas on how I would pull this off in AE 7.0?

theres a fine line between a cheesy effect and something that looks seamless and transparent.

option 1 would be a lot easier to explain on a public forum

I am not sure I follow. Since this will be very transparent and hard to really make out due to the fact it will be obsecured by the grain and distraction of everything else blowing around, it might work. I am really looking for advice on what plugin to use and how to execute it.
