    I was just asked to animate a spot similar to a Looney Tunes cartoon..

    I have an artist who can give me the elements, can I animate the characters in AE?

    Or is this better suited for a toon program, like Anime Studio..?

    Can I get that 50’s cell animation hand-drawn look in AE?

    If you want to do a full traditional 2D animated frame by frame cartoon it may be better to try it in Anime studio or Toon Boon, which is really good for that sort of work from what I hear. You could even use flash which is better for it(or at least older versions where).

    You can of course do it after effects but its not really built around frame by frame animation workflow so you would develop it your self. The look of it is more based on how you or an artist design the character and how you animate it.
