Living poka-dots
I just did an animation of a little girl with a poka-dot skirt. In previewing and rendering in a few of the scenes, the poka-dots seem to wiggle around with a life of their own.
Also, what can cause a single frame of a render to blur and distort?

Could it be that the small parts of the circle are crossing over two different fields?
I have had that cause dancing. If the dots are vector based, try turning on continuous raster.
