  Liquid motion / Splatter effects

  Would anyone know what effect is used on some transitions in this piece?

  Specifically the part with the hand disappearing. It looks like a liquid motion effect, but haven’t found any great tutorials out there. Was wondering if anyone had any thoughts, as I keep seeing this style and would like to try and learn it myself.

  I also love all the little splatter accent in the overall piece. Is this probably done manually? Or is there another effect to achieve that with more efficiency?
