Lightburst Effect????

May offer a time index so we do not have to watch the entire clip.
From the parts I saw try a luminance crossfade (Additive Dissolve effect), or key frame image color correction for a few frames at the moment you want to highlight.

Someone just asked a similar questions the other day. These looks like Light Leaks. Google for “light leaks” and you’ll find a bunch of plug-ins that do this. Some even comes as media overlays.

I did put a time link for the video where it starts at a certain time originally but it just took the whole video and started it from the beginning my bad. Sorry but thanks guys!

Its Light leaks or light bursts as you called it, its not created in vegas
but few can be downloaded free off the net or numerous are available for purchase.
Its then overlayed on top of your video on the timeline and there you tweak
to your taste.
