I have 2 layers of video, both with PIP effects on them, so you can see both pictures. I want them to move in from different sides of the screen, but for some reason, the top layer’s move across the screen seems to override the bottom, so they both do the same move( they both come from the left, as opposed to one coming from left, one from right). This happened to me earlier with a glow effect on a title, which was on top of video. The video below the title was also effected by the glow.

How do I stop top layer video effects from effecting the rest of the layers underneath it?

Try stepping into the effect. You’ll have to put a ‘neutral’ FX on – I like using a subclip or color FX (the color FX has the extra added benefit of holding your video levels to 100IRE). Step into the FX using the small triangle buttons on the bottom left portion of the timeline.
