    I’m looking to put a stroke outlining a moving hand. I have Color Keyed the hand but I don’t know where to go from here. Is there any way to:

    1. Outline object by (x) pixels?
    or 2. Add stroke to Keyed object?

    I don’t want to just make a duplicate hand and scale it behind the original and make it blue. Any ideas?

    You could try the Vegas effect using the alpha of the hand layer.
    Or Glow.
    In either case, you would need to modify it to make a hard line instead of a fading one, but you can do it!
