    When Locking a layer, is there a key+mouse combo that will Lock all the OTHER layers?

    IOW, say I have fifteen layers: I want to click on ONE layer and have the (vast) majority of the layers get Locked, but not the one I’m clicking on.

    I think you have to click “Cntl+A” to select all your layers, lock them, press F2 to deselect everything and unlock the one you want to use.
