    actually and even easier way may be to just make a circular shape layer using the ellipse shape tool.

    twirl down the shape properties, then stroke properties and set the stroke color to red, enable the dash settings (hit the + by the dash settings) and increase the stroke size a lot.

    from there you can probably just tweak those settings to create the sun.
