Its possible to speed up and reverse the video at the same time?

No it isn’t. FFWD goes up to 300% but REV only goes to -100%.
You could reverse it at -100%, render that section import it back in and then speed it up at 300%.

right click the event and choose Reverse. Then speed it up (increase the playback rate or use velocity envelope)

Of course, very easily at that…Simply right click on
the video event and select Reverse and then right click
again and select the Velocity Envelope and then drag the envelope
upwards to your desired speed increase.
