  Issue importing video to CS4

  I’m trying to import video into CS4 (V11.2), but when I choose “Open”, a window pops up asking me to describe the footage. I do, and then a single frame of static appears. What step have I missed? The tutorials I’ve seen make it look this straight forward but no mention of the pop up window or the single frame.
