is this an editing effect or a shooting effect?
I’d like to know how to achieve this type of shot:

This is from the American television series “Scandal,” and it seems to symbolize that the audience is observing a personal, private, secret, scandalous conversation or event. Like something a spy would capture. According to various magazine and web articles, it is a practical effect.
Paraphrasing Camera Operators Society website: “The set-dresser works with the DP to get interesting things to shoot through. Glass with bevels or edges seems to work best, especially for the close-ups, and add some real texture to the shot.”
You could probably do a very similar effect using AE. A good start would be this tutorial
