Is there an Effects in After Effects similar to Final Cut Pro’s “Underwater” video effect.
I am wondering if anyone knows if there is an effect similar to Final Cuts video effect “Underwater” that can be applied to images and videos.

Yes! In After Effects you can create the same effect using ‘Turbulent Displacement.’
Apply this to the layer and then all you need to do is animated the .Evolution. amount in the Effects Controls.
