If I cut out a section of audio with steady background noise (equipment fans) and then butt the remaining ends together, Vegas does a one-frame audio dip to 0dB on the tail of the outgoing event and on the head of the incoming event. So, when I butt them together I have to then manually undo the dips.

Is there some setting that will make Vegas stop doing the audio dips?

Hey! Could you try navigating to Options and see if Quickfade Audio Edits is enabled? That might be the cause. ^^

First of all, it should NOT be a one frame drop. It’s a tiny fraction of a second way less than one frame. But, yes, you can turn off the Quickfade Audio Events and it won’t drop on a split/cut. However, be careful in that you could end up with a small “pop” in those places. Not sure if that would still be an issue, though.

Under Options – Preferences – Editing tab, there’s a “Quickfade length for audio events (ms)” setting and it’s set to 10 by default so it will be 10 ms drop which is 1/100 of a second (not 1/30). So you can either turn the option off or you can change the number of milliseconds that it actually drops.
