  Is there a way to outline this as a vector?

  I’m doing a video piece on WW2 and I have an image of 1939 Europe that I want to alter and create a graphic of. The problem is that the image is very low-res and I need it much larger.

  

  What I need specifically is just the OUTLINE of the countries. Is there a way to just isolate the outlines of the countries while also making a much smoother image so that I can increase the size to a considerably larger amount?

  I’m not the best with Photoshop, so I apologize if this is a dumb question.

  Thanks for ANY help – I’m desperate!
