    In other words, they blink on but don’t move (emit) thereafter.

    I have tried playing with the Physics Time Factor (Particular) but once that is zero no more new particles can appear. I want new particles to appear but not move after they appear – if I set Velocity to zero then new particles just clump around the emitter.

    I’m sure I’m missing something simple…

    Unbelievable. I kind of cracked the look I wanted about 30 secs after I posted, but without solving the question I posed. I wanted to fill a screen with custom particles and I completely forget that I could set the emitter type to ‘Box’ and then set the box dimensions to my comp size. Screen fills with custom particles. Designer hangs head in shame.

    You answered your own question and apparently unknowingly, answered the original question you posed. Yes, that is the way to create new particles without motion. The other way, if you wanted strictly 2d or wanted a custom shape, would be to use a layer emitter.
