You need to clear the cache in your cloth tag.

The animation of the Wind object around the Circle path is controlled by key framing the Position on its Align to Spline tag from 0 to 100%. If you want the animation of the Wind object traversing around the Circle path to take 1000 frames instead of 120, clear the 100% keyframe at 120 frames and make a new one at 1000 frames.

You will need to empty the cache on the cylinder’s cloth tag in order for it to recompute when the new longer animation is run.
