Is default transition duration broken / gone?
Didn’t it used to be in this dialogue box?
Preferences>General?
Even when I click on the “Effects” panel menu to “Set Default Transition Duration…” it brings up this panel… with nothing.
Where did it go? Doesn’t appear to be any documentation talking about it’s move?

Yup! There it is. Appears both help files as well as the shortcut on the Effects panel haven’t been enabled yet.
