    I was wondering if anyone can guide me on how to do this with After Effects or Vegas. However I wouldn’t need the horizontal lines across the video, just the blue filter.

    I was also wondering if anyone could also tell me how to convert a clip from stereo to mono with Final Cut Pro or Sony Vegas. Thanks!

    Try adding the Hue/Saturation effect. Check the Colorize box, then tweak the Hue, Saturation and Lightness values.

    You might also want to add a glow with a really high glow radius.

    just to add a few other options to simon’s response…

    tint and cc toner are two other easy ways to color map.

    colorama is very good too — though possibly a bit overkill for this effect, and a bit more difficult to use… great for more complex color mapping.
