Why am I getting these interlacing artifacts only when the video goes to a different shot?

Have you tried deinterlacing your files first?

I wanted to avoid that or see if I could achieve the same quality with vegas as I did with corel video sotudio pro x3.
Is there a way to get the video to look clean without lines?
