I have recently captured 23.97p footage shot on a dvx100b. My project was set up for capture with 23.97NTSC frame rate. The footage has interlace lines.
To make sure the problem wasn’t with the camera I captured the same footage on a different editing system and there were no interlace lines.

Has anyone had this problem. Can I correct this problem without recapturing the footage? And what Can I do to make sure this doesn’t happen again. The footage was captured with avid media composer.

Make sure you have the proper settings in the Film/24p settings in your NTSC 23.976 project:

Cadence: ADVANCED or NORMAL (based on what was shot)
    01:00:00:00 relationship set to “A”
