here is a tutorial that creates a similar effect (actually the old ipod nano like effect).

to make the streams always flow to the right, you could enable the wind property (in the physics>air properties).

if you don’t have particular, you may be able to do something similar with cc particle world, but change the gravity to the x axis (click the options at the top of the effect settings, then gravity and set x to -1.0 and y to 0). you may also need multiple particle world effects to get what looks like a few different producers.
