Currently designing a t-shirt for as a gift where a block of text is fitted into a silhouette. I’ve divided the image into individual layers in Photoshop, but when I import the PSD into Illustrator, I’m having trouble converting the shapes back into paths. Just trying to figure out how everything should be laid out in the PSD so the paths will carry over into Illustrator.

You’d need paths in the PSD file. In PS, r-click on the text layer and Create Work Path. Then you should be able to import as expected.
Or you could reset the type in Illustrator, and use the AI file as your base design file.
