I have been doing a bit of reading and it seems that MPEG streamclip is the way to go to get DVD footage into FCP.

I have used Handbreak to make some rough proof files for the client to see but was curious if, because the footage is from old film and VHS, if using the mpeg4 clips would be that big of a deal in FCP?

MPEG4 is not an editing codec, which pretty much makes Handbrake a useless tool, especially as Streamclip is free and rips to any codec in the QT arsenal.
