Image not covering canvas?
I have a movie at 640×480 and I have a static image that covers whole viewable area but on playback after exporting you can see the layers behind it on the left and right side showing a bit. It also does it on another photo?

Is the PAR (Pixel aspect ratio) of the video 1.0? Set the “View zoom level” of the program monitor to a lower value than “Fit” to see the entire screen.

Thanks guys it turns out the pixel aspect ratio was at 1 instead of 0.9. What exactly is that?

That’s the width/height ratio of a pixel. If your square-pixel (1.0 PAR) still image isn’t interpreted correctly for a non-square (.9 PAR) project, the image may appear squeezed. See https://livedocs.adobe.com/en_US/PremierePro/3.0/WSAB9F51A7-8D3F-40db-A512-F1948EC207B3.html
You should be able to correct the distortion of a single still, by right-clicking it in the Project panel, then selecting Interpret Footage. In the Pixel Aspect Ratio pane, select Conform To, and select the pixel aspect ratio that matches that of your project.Steve Muratore

However, keep in mind that the image you are using is 640×480, NOT 720×480…if you are using DV settings, the frame size/PAR is 720×480/.9. Your 640×480 image is meant to be a square pixel image so giving it a PAR of .9 will actually make it cover less canvas area as it will contract horizontally a touch.
If you don’t like the results you are getting by simply scaling the image up in the Effect Controls panel, I would recommend taking any stills into Photoshop, open a new document with a DV preset (if that is what you’re using) and copy/ paste the image into it and scale it so it looks good to you. you may have to scale it so some of it is truncated to preserve the image’s aspect ratio. Then save it out as a DV size image and you’re set.
