Im looking for a (preferably free) way of taking a still of video footage from AVID and turning it into a “artists hand drawn” effect.
Its just something id like to do, but its not worth spending much cash on.

If you have BCC effects on your system, there’s a Cartoon that may help you.
You can also export your video to a QuickTime file…and then open it up in Photoshop. Photoshop actually has a timeline and you can perform photoshop filters on a frame by frame basis to your video.Best,
