I believe that I’ve got this MPEG-2 PAL conversion down, per your MainConcept recommendation. But, if I apply any value to “VBV Buffer Size”, the output goes blotchy. With noGOP, is a VBV value necessary for TV broadcast? Can I leave it at zero?

I have no idea what that advanced parameter means. I would just leave it at the default.
