I don’t know what’s this technique name to search tutorials on how to do it?

I am curious if anyone knows how to make such technique:

To me it looks like they are just animating still photos like they are a cartoon character. Take a look at these tutorials and I think they will get you pointed in the right direction. Best of luck:
