I am sure u will hate me but I am completely stuck
I have been search for weeks now how to achieve an effect like the key done in the new “Just Dance 4” game. I see the glow/neon effect and know a way to do that be the featureless face throws me off. Any guesses or help would be awesome! Thank you!

Why would anyone hate you for asking a question? It looks to me as if it’s either the built-in cartoon effect, or Red Giant’s Toon-It. Either of them allows you to set the amount of detail in the processed image. By setting the detail low, small features such as eyes, eyebrows, nose, and mouth could be made to disappear.
