How would you best create this effect?

I wouldn’t… I’d just buy and download them from digitaljuice like that editor did:-)

They are what DJ calls “swipes” transitions. They cover a dissolve or cut by riding on a top layer, and all they are is animated graphics with an alpha channel. You can make them in AE, but you could as well in Photoshop, then just layer them in your NLE timeline and add motion.

I know the guys at Giant Octopus and have done work for them. Respectfully, they did NOT use digital
juice for that. They are paid a LOT of money to create the imagery they do and from what I saw, there
was a lot of basic shapes, but also some pretty advanced matte effects. Thats just hours of work and dozens and dozens of layers. IMHO at the high end in production in this country (usa) anyway, you can
see a digital juice type stock footage effect a mile away.
