There’s a bazillion ways to do this, but for simplicity’s sake I suggest you take a look at my “Sun” tutorial here at the COW. It contains everything you might need, you only need to adapt it to your needs.

Hi,

There are many ways to create this one. Here is one:

-Create a large layer (1000 X 1000) for instance.
-Apply Venetian Blind with a transition value of (55%) and (42) width value.
-Apply Polar coordinate at (100%)interpolation value Rectangular to Polar
-Apply now the Optic Conpensation filter at around (90) for the FOV Check the RLD box and move the View Center point to where you want.

Very Old thread but still I thought I will add one more way to do this to the existing million ways 🙂

1. Draw a Star Shape layer (center it)
2. Increase Points > 20
3. Inner Radius = 0
4. Outer Radius = Large value to cover your solid
5. Adjust the inner and outer roundness to make it look flat
6. Lo! Sun Burst 🙂

And since this is shape layer then probably you can do more magic.

PS: I think the initial question may not be valid as I am not sure if Shape layers were there in 2006 version of After effects. I started from CS3
