How would I do this with final cut? (Place a Video in a Shape)

You need to make a graphic that is white where the thought bubble is and black or transparent around it. Place your background on V1, the though bubble video on V2, and the fill video on V3. To the video on V3 apply Composite Mode>Travel Matte Luma or Alpha, depending on whether the area around the thought bubble is black or has actual transparency.
