You don’t “import” it, you “paste” it.
Importing AI files is for the actual visual content. Not what you wan in this case.
You just copy the path in Illustrator and then, very important, you have to let AE know you want to paste that as a mask (not as a motion path, for instance). To do that, you first create a mask (any mask), select it and only then you paste the path. If it doesn’t work, you have the wrong clipboard format turned on AI’s preferences. Go there (Preferences > FIle handling and clipboard) and turn on the other one as well.

If you don’t have AI, then there isn’t really a way other than rebuilding the shapes using masks. If you know your way around Photoshop, you could automate some of it by converting selections (on your rasterized AI file) back to paths and then copy&paste your paths into AE.

You could use Fireworks instead of Illustrator to open the AI, then copy as vectors.
Or export the path as a TrueType font from CorelDraw, type and create the outlines in AE… then copy and paste to the other layer.

Couldn’t you ‘place’ the file in photoshop and then use it’s shape path that way?
